Infrastructure Facilities

infrastructural facility of some capital nature in all States
to safeguard the interests of the Judiciary;

Yes, Sir.
(b) A Centrally Sponsored Scheme for the develop¬
ment of infrastructural facilities for the judiciary is being
implemented since 1993-94. The scheme aims at
supplementing the efforts of the States Governments and
is confined to construction of Court Buildings and
residences for the Judges/Judicial Officers. Under this
Scheme, Rs. 180.43 crores has been released to various
States/UTs from 1993-94 to 1996-97.
(c) A provisional outlay of Rs. 50.00 crores has been
provided for this scheme for the current financial year i.e.
1997-98.

projected an investment of Rs. 516 crores during the 9th
Plan period for the modernisation and expansion of its
various business groups.

Production of Bidis
6570. SHRI VIRENDRA KUMAR : Will the Minister of
INDUSTRY be pleased to state :
(a) the State-wise total production of Bidis in the
country during each of the last three years;
(b) whether the Government propose to formulate
any scheme for increasing the production of Bidis in
Madhya Pradesh; and
(c) if so, the details thereof ?
THE MINISTER OF INDUSTRY (SHRI MURASOLI
MARAN): (a) Based on information on cess collection, the
estimated production of Bidis in the country during 1994-
95, 1995-96 and 1996-97 has been 41533 crores, 40830
crores and 41780 crores numbers respectively. The State-
wise break-up of production is not available.
(b) and (c) Facilities and incentives given by the
Government are available for growth and development of
Bidi industry in Madhya Pradesh also. There is no specific
plan for increasing the production of bidis in Madhya
Pradesh.

Use of Restricted Chemicals as Textiles Dyes
6571. SHRI RAMASHRAYA PRASAD SINGH : Will the
Minister of TEXTILES be pleased to state :
(a) whether the Government are planning to ban the
use of restricted chemiclas in textile sector;
(b) if so, the details thereof; and
(c) if not, the reasons therefor ?

(a) to (c) Yes Sir. The handling of 70 azo dyes has been
prohibited under clause (d) of sub-section (2) of Section
6 of the Environment (Protection) Act, 1986 (26 of 1986)
read with rule 13 of the Environment (Protection) Rules,
1986 vide Notification No. S.O. 243 (E) dated 26th March,
97. The prohibiton on the handling of such azo dyes shall
come into force on the expiry of a period of 90 days from
the date of issue of the Notification.

SHR1 K.D. SULTANPURI (Shimla): Mr Speaker, Sir,
due to the recent heavy rains in Himachal Pradesh the
road approaches to the initerior villages of my constituency
have been cut off. The apple crops are rotting due to the
blockage of roads and the people there are suffering
great hardship. The Government of the State does not
have resources for opening the road. Many people and
cattle have died and great damage has been done by
the rains. The Government of Himachal Pradesh had
demanded an assistance of Rs. 400 crores Everywhere
in the districts of Sirmour. Solan and Simla, there are
signs of ravages. The apple crops and vegetables are
held up and are not reaching the markets I request that
the Government of India should send a team to Himachal
Pradesh to make an assessment of the damage done
and provide necessary assistance The Ministers of
Tourism and Parliamentary Affairs are present in the
House and they should assure us that something would
be done to provide relief to those people
SHRI BHAKT CHARAN DAS Mr. Speaker, Sir. when
we are going to celebrate the Golden Jubilee of SO years
of our independence, in one corner of the country, even
ordinary medicines are not available. In my constituency,
more than 300 persons have died and more than 1200
are ill. Yesterday’s New Delhi Times has carried this news
and I had also given a notice in this regard about a
week back. However, the matter could not be raised in
the din and noise of the House. Today morning I sent
a notice to your office giving a list of the people who
have died, Blockwise and village-wise. Sir. it is not
something new for the people of Kalahandi to die of
diseases. People have been dying there ever since 1985.
The communication system of 1500 villages gets cut-off
There are small dispensaries situated at distances of 40
kms. and the people cannot reach there for absence of
transport. They cannot even go to their offices. We have
not been able to provide the facility of doctors in the
villages of our country even after 50 years of
independence with the result that people die in hundreds
like insects even in small ailments. Presently, 1200 to
1500 people are lying ill. The arrangements for medicines
are so poor in that area that even preventive medicines
are not available to the people. The medicines that are
distributed in the Blocks are very insufficient. I therefore,
urge the Government to arrange supplies of adequate
quantity of medicines and also provide the facility of
doctors.

draw the attention of the Petroleum Minister to a special
issue Bitumen is being supplied to Bihar for the last five
years by Indian Oil Corporation, Bharat Petroleum and
other Companies. Reports have come from 54 districts of
Bihar of a scam to the tune of Rs. 100 to 200 crores in
the supply of bitumen through some middlemen of the
Government. The supplies are made by the Central
Government. Bihar has a population of ten crores

Department of Madhya Pradesh to consider the problems
of bidi workers. The Committee submitted its report in
December, J 995. If rs an alf fndia issue because the bidi
spread all over the country The findings of the Committee
of bidi workers are not maintained, bidi workers are not
given wage slips, there is inadequate representation to
workers in expert committees. The committee did not even
make an effort to probe into the implementation of the

(b). The details of increase in the Consumer Price Index
for industrial workers CPI(IW) and the Wholesale Price
Index (WPI) for the last three years and the gap between
the two series are given in the attached statement
The CPI(IW) during the year 1996 has increased
from 315 in January, 1996 to 328 in May. 1996 The gap
between WPI and CPI(IW) ranged between a low of 6 6
to a high of 14 8 during the period April. 1993 to May
1995 Thereafter the gap has increased to a high of
23 9 by May 1996
(c) variation in the magnitude of rise between the
two indices is due to the difference in the composition
and relative weights of their respective basket of
commodities. The WPI monitored on weekly basis
monitors movement of wholesale prices of 447
commodities of all traded goods The CPI (IW) reflects
monthly movements in retail prices of 260 commodities
and services. The high relative rise in CPI(IW) reflects
the impact of increase in prices of food and food products
which have a higher weightage in CPI(IW) than in WPI

(b) Field formations are alert to detect and prevent
smuggling including smuggling of arms and drugs.
Measures taken to deter smuggling include
strengthening of anti smuggling formations, fencing of
the border, intensive patrolling, use of equipment like
hand held search lights, night vision binoculars and
strengthening of intelligence network. Anti smuggling
agencies of centre and states are acting in a concerted
manner to thwart attempts to smuggle contraband
including arms and drugs on Indo Pak Border.

Commerce and Industry (FICCI) to encourage exports;

THE MINISTER OF STATE OF THE MINISTRY OF
COMMERCE (SHRI BOLLA BULLI RAMAIAH) : (a) and
(b). The Federation of Indian Chambers of Commerce
and Industry. New Delhi have made some suggestions
regarding Exim Policy and measures to promote exports.
The paper has inter alia mentioned problems such as
supply and cost of power, port facilities, infrastructure
bottlenecks, liquidity crunch, incidence of taxes and
levies etc. It has suggested the strengthening of
information base and commercial inteligence, promoting
Indian investment overseas and the need for building
brand image for Indian products besides suggestions
on Exim Policy changes.
(c) and (d). Steps are continuously being taken to
boost exports in consultation with trade, industry and
other concerned institutions These include
