INSTRUCTIONS
This form will be used for the objects stated below, and all entries must be carefully checked by
keepers before it is forwarded to the Superintendent.
Articles subject to survey and condemnation should be listed in column 5, including lost articles of this
class. Lost property must be covered by approved certificate, and other articles of this class properly sur-
veyed, before being listed in column 5. Supplies expendable without survey (i. e., articles entirely consum-
able in use, such as paints, kerosene, soaps, etc.) should be listed in column 4. For the information of
employees, these articles are indicated by the letter “ H” shown in the column for name of article. The fol-
lowing articles are also considered expendable, and should be disposed of and listed in column 4 when worn
out, broken, or unserviceable and having no value: Separate individual parts of vapor Jamps, weighing less
than 1 pound; and drills smaller than 1% inch. Articles used in repair or construction work, such as cement,
pipe, ete., should also be listed in column 4 when used, and in such cases explanation as to use should be made
in the “ Remarks” column. When worn out or unserviceable parts of engines or other equipment are replaced
by new parts, the old parts are not considered expendable except as stated above and should be listed for
survey, when it may be determined whether they are worth repairing for further service, and if not, whether
they have a sdlable value. .
A. ANNUAL PROPERTY RETURN AND REQUISITION
Prepare this form in duplicate when ordered by Superintendent. Forward one copy to the Superin-
tendent as may be directed, and retain one copy at the light station. In preparing the form use all columns
and execute Certificate A at the end of the book. An extra copy of this form may be used, if necessary, as
a rough copy to enter individual receipts and expenditures, from which the totals may be transferred. This
return must be prepared as directed in the Regulations under Property Returns for Light Stations, Instrue-
tions to Employees, 1927, paragriiph 146, modified as to date of submission. In case of change of keepers,
return will be made to cover the period from date of “Receipt for Transfer of Property ” to date of render-
ing of “Annual Property Return and Requisition,” and receipts and expenditures entered in proper columns
for that period only.
When received at the District Office, this return shall be carefully examined and checked with the records,
including the items reported on hand in the last previous inventory, issues of property, transters, surveys,
and expenditures made during the period for which the inventory is rendered. The keeper shall be required
to explain all discrepancies between the number on hand by actual count and the number called for by the
records. Cortespondence concerning this inventory may be fastened to this form for handy reference, it
desired. This inventory shall not be approved by the Superintendent until he is satisfied that it 1s correct
and any discrepancies satisfactorily explained.
Superintendents should set a date for the submission of the combined property return and requisition
which will suit the best time for annual requisition; the requisition should be scrutinized carefully by a com=
petent employee familiar with station requirements. The supply on hand at station as shown by the return
should be given consideration in connection with the requisition for additional quantities. Requisition for
expendable items only should be included on this form. Keepers should not request greater quantities of
articles than are actually necessary for the period covered. Nonexpendable items considered necessary should
be requisitioned on an accompanying Form 95, with explanation of their need; the fact that certain articles
are specifically listed on the form should not be considered a sufficient reason for requesting or furnishing
such articles, and Superintendents should call this fact to the attention of keepers and others wherever
necessary.
B. RECEIPT FOR TRANSFER OF PROPERTY
In case af change of keepers, the retiring keeper will fill out three copies of this form, using all the
columns, and showing receipts and expenditures from the date of the last “Annual Property Return and
Requisition,” or “ Receipt for Transfer of Property ” where the latter has intervened. Aiter the property
has been checked by the incoming keeper, both he and the retiring keeper will sign all three copies. ‘The three
copies will be distributed as follows: One to the Superintendent, one to the retiring keeper, and one will be
retained for the files of the station. Certificate B should be filled out when Form 30 is used for transfer
of property. The salary of the retiring keeper will not be paid until this return has been checked and
approved by the Superintendent.
